You can just cut it or remove it.

The caps have a pop out. When the valve is screwed in will allow you to remove it entirely.

Screw on the cap.

Screw in the Valve, until you feel or hear the plastic bung pop out. You may need to use a set of pliers or wrench to assist in doing this. After you feel it release take the cap off in total, use pliers or wrench to assist in doing so. Loosen the cap to the point you can remove it and then take off the plastic on the bottom.

After the plastic is removed, separate the cover and the valve to add the tape.

To put the tape on, wrap it counter clockwise four times. Tear off excess tape. Screw the valve back into the top until snug. The valve will likely be below the plastic. For your final step, screw the cap back onto the container until tight and another quarter turn with the wrench or pliers. Adjust the valve to where it will point down.
